It's interesting that the W doesn't seem to have the trade options that the other top leagues have. I'm guessing it's that the salary cap is too low and thus eliminates a lot of options, but as you know, I've been wrong before.
The hard cap definitely makes things more difficult, but I think a big part of it is just the smaller number of players and number of teams. You're going to get fewer trades when there aren't that many people worth trading for, and especially when there aren't that many teams to trade with.
